just because we can see the whole moon during a full moon dosen't mean that on that day there will be the greatest tides as the moon dosen't cut itself into half on 1st and 3rd quarter. So, the answer must depend on the distance of the moon from the earth as the gravitational pull of the moon will have more effect when it is closer to earth and will raise bigger tides.
